Parsing error while analyzing CSV

I have some perf data collected from a 64 bit windows server 2008 R2 machine which I am trying to analyze using PAL. However while parsing the file, PAL throws the following exception:

Cannot convert value "9" to type "System.DateTime". Error: "String was not recognized as a valid DateTime."
At C:\Program Files\PAL\PAL v2.0.5\PAL.ps1:1245 char:71
+                 [Void] $SeriesOfCounterValues.Points.AddXY(([datetime]$aDateTimes[ <<<< $b]).tost
ring($global:sDateTimePattern), $aValues[$b])
    + CategoryInfo          : NotSpecified: (:) [], ParentContainsErrorRecordException
    + FullyQualifiedErrorId : RuntimeException

What am I doing wrong?

Also, i can't seem to get the counters from the exported thresholds file being recognized correctly by perfmon on the same Win2008 machine, after browsing for the template, it opens with a blank list and the Next button is disabled.

Any ideas???

I haven't seen these errors before. Please make sure that you are running it with an English US locale.
