Can anyone tell me how to use the VMWare template? Is it loading inside the Windows guest OS or vCenter?

From the description of the threshold file:

Display of VMWare guest VM Processor and VM Memory counters

I would guess this is built only for the guest and not the host counters. If you want more clarification you could ask the owner -- Jeff Stokes (jeff.stokes@microsoft.com).

It actually doesn't load anywhere. You export the template file somehwere and the load it into perfmon yourself on the guest you are wanting to gather information from.
