Why to create separate software while "perfmon /report" generates report and suggestions?

"Perfmon /report" is good and does a lot of checks that Performance Monitor is not able to do. With that said, it does not analyze pre-existing performance counter logs in the detail that we need. I commonly get many performance counter logs from customers and need to analyze them disconnected from the customer network.
